FHSA Fall Leadership Training and Annual Awards Luncheon 

FHSA Fall Leadership Training will provide two training options for attendees to choose from. This years event will be held on October 10-11, 2019 in Daytona Beach, FL at the Hard Rock Hotel.  Attendees can attend either the Program Governance Training or the Identifying, Assessing, and Managing Risk workshop. Please indicate the workshop you will be attending on the registration form. Both of these workshops will run concurrently during the two days. After training has commenced on Friday, October 11 we invite you to join us for the FHSA Annual Awards Luncheon. Help FHSA recognize achievements and the outstanding work of the Head Start and Early Head Start employees, parents, alumni, volunteers, and community partners. The awards luncheon is a separate ticket purchase. This is a sit down plated lunch. 

Program Governance Training 

Effective governance is paramount in running a Head Start/Early Head Start program. Join The BSA Group for a purposeful instruction and guidance on shared governance training for board, policy council, and other stakeholders. This training will provide attendees board capacity-building and bringing an innovative approach to measured outcomes. 

The goal of this workshop is to assist the board, policy council, parents, and agency stakeholders:

  • Strengthening operations through clear and concise board involvement in oversight.
  • Identification and engagement of management and governance in reducing the probability of compliance issues.
  • Specific strategies that address compliance requirements, goal-setting and strategic planning.
  • Clarifying governance roles in organizational initiatives and future projects. 
  • Defined roles of management versus board. 
  • Board's role in the resolution of audit finding and mitigation of probable risks.
  • Assessment of internal controls structure and strengthening of operation efficiency.

 

Trainer: Billy Starr, MBA-CGAP, has over 20 years of experience as a fiscal subject-matter expert (SME) specializing in grants management, financial reporting, audit compliance, risk management, and regulatory compliance. His expertise in compliance and oversight encompasses the accomplishment of agency-specific deliverables for OHS, ACF, ACYF, OCC, and the DOD. Mr. Starr graduated with a bachelor’s degree from Jackson State University with a major in Finance; and an MBA in Finance from Georgia State University. He has been a certified internal auditor with a CGAP designation for 14 years.

 

Identifying, Assessing, and Managing Risk

Operating a Head Start program brings about risks and the role of the board and staff in understanding, appraising, and judging risk cannot be understated. It is the responsibility of executive leadership and the board to set the appropriate tone, understand the dynamics of risk for the agency and the program, and articulate a clear approach to the agency’s approach to risk.

The goal of this workshop is to assist staff and board members:
• To identify, analyze and prioritize legal/ethical misconduct and compliance risks specific to the operations and culture of the agency;
• To refine or develop risk mitigation and monitoring strategies as part of the existing internal operations, and
• To identify areas where deeper internal reviews could be warranted.

  Trainer: J. Christopher Watkins, MA, MBA, is the T/TAS Executive Director. His areas of expertise are Management and Finance. Chris has consulted extensively with local programs and has developed and presented management and financial workshops throughout the country. Chris' areas of specialty include turn-around strategies, program governance, strategic and short-term planning, and preparing for Federal reviews. Before joining T/TAS, Chris worked as a policy researcher at the Brookings Institution in Washington, DC, and as an information analyst at the University of Kentucky Medical Center. He has extensive graduate and post-graduate course work in management, organizational design, and public administration. He has a Certificate in Non-Profit Management from Duke University, an M.A. in Economics from American University, and an M.B.A. from the Gordon Ford College of Business and a B.A. in Government from Western Kentucky University.
