Guylaine L. Richard, MD, MPH, CEO of Guylaine Richard, LLC

Dr. Guylaine L. Richard brings more than 25 years of experience leading successful programs, educating, and providing training/technical assistance in the field of public health, administration, and education to various national and international agencies serving at-risk populations. Dr. Richard has held several positions within Head Start and has been recognized as a National Head Start Fellow, where she developed new project initiatives for the Health and Disabilities Branch, as well as representing the Family and Youth Services Bureau in research and health initiatives with other Federal agencies. She worked as the Director of Training and Technical Assistance Development at the National Center on Parent, Family, and Community Engagement. She is currently the CEO of Guylaine Richard, LLC, where she provides training and technical assistance in various disciplines, senior management leadership mentoring and coaching, and diversity training. She is an expert and passionate about services to pregnant women and expectant families and cultural responsiveness.


J. Christopher Watkins, MA, MBA, Executive Director, T/TAS, Western Kentucky University

Christopher Watkins is the T/TAS Executive Director. His areas of expertise are Management and Finance. Chris has consulted extensively with local programs and has developed and presented management and financial workshops throughout the country. Chris' areas of specialty include turn-around strategies, program governance, strategic and short-term planning, and preparing for Federal reviews. Prior to joining T/TAS, Chris worked as a policy researcher at the Brookings Institution in Washington, DC, and as an information analyst at the University of Kentucky Medical Center. He has extensive graduate and post-graduate course work in management, organizational design, and public administration. He has a Certificate in Non-Profit Management from Duke University, an M.A. in Economics from American University, and an M.B.A. from the Gordon Ford College of Business, and a B.A. in Government from Western Kentucky University. 

 


Billy J. Starr, Managing Partner, BSA Group

Billy Starr is the Managing Partner for the BSA Group, with over 20 years of experience strategizing and evaluating organizations in financial management, fiscal systems, compliance, and funding perspectives.

As Fiscal Manager of Monitoring for DLH-Danya, Billy served as the principal liaison between DLH monitoring teams and the Office of Head Start (Washington DC) with responsibility for facilitating the resolution of findings from fiscal compliance reviews.

In his role as a Region-IV (Atlanta) and Region-V (Chicago) Head Start T/TA Manager, he demonstrated the ability to expand and realign the method in which training and technical assistance were delivered by grant specialists to grantees. His proficiency in reviewing complex financial transactions and providing subject-matter expert analysis of fiscal operations has been recognized nationally. As a consultant, he has assisted grantees in conforming to federal standards and improve programmatic operations. His efforts with grantees in resolving OIG and audit (A-133) issues, resolving funding issues, and monitoring for compliance has provided invaluable support and sustenance for non-profits and community service clients. His aim in life is to be a servant to the most disadvantaged of children and families in whatever community that may find his skills of value.
