FHSA Advocacy Toolkit

Advocacy doesn’t have to be complicated. That’s why FHSA created the Advocacy Toolkit. This toolkit is a simple, powerful, and accessible resource to help you make your voice heard, no matter how much time you have. 

Inside the toolkit, you’ll find three easy ways to get started: 

Quick Actions (5 minutes or less)

  • Share a pre-drafted social media post.

  • Send a ready-to-use email to your legislator.

  • Share FHSA’s advocacy page with your network.

Personal Storytelling (10–20 minutes)

  • Customize a social caption with your own Head Start story.

  • Add your experience to one of the email templates.

  • Share a one-pager with colleagues, neighbors, or your faith community.

Community Impact (30–60 minutes)

  • Submit an op-ed to your local newspaper.

NHSA Responds to House Labor, Health and Human Services, Education, and Related Agencies Appropriations Subcommittee 

The National Head Start Association (NHSA) issued the following statement in response to the House Labor, Health and Human Services, Education, and Related Agencies Appropriations Subcommittee recommending level funding for Head Start in FY26: 

“We appreciate the longstanding and continued bipartisan recognition of Head Start’s essential role in supporting our nation’s eligible children and families. The House Labor/HHS Subcommittee’s recommendation to maintain level funding in FY26 reflects a shared understanding of Head Start’s impact in every congressional district across the country. At the same time, maintaining this level of service requires adapting to economic realities. With inflation projected to exceed 3%, level funding amounts to a real cut. From rising expenses such as transportation and health care costs to ongoing facility needs and the critical importance of offering competitive wages to qualified staff, Head Start programs are facing growing financial pressure."

The Florida Head Start Association dashboard is a practical tool for advocacy, created to help inform policymakers and other state leaders about the critical role Head Start programs play in Florida—and the unmet need for additional funding.

Congratulations to the Early Learning Coalition of Palm Beach County for a remarkable achievement: kindergarten readiness in Palm Beach County rose from 66% in 2022–2023 to over 72% in the last school year—a six-point gain that signals real progress for Florida’s youngest learners.

This growth is no accident. It’s the result of a bold initiative led by the Coalition in partnership with the School District of Palm Beach County, Head Start programs, and private early learning sites. Together, they’ve embedded learning technology, teacher training, and coaching directly into VPK classrooms—equipping educators with the tools and support they need to meet the rising expectations of kindergarten. 

Why it matters:

Children who enter kindergarten ready to learn are far more likely to read proficiently by third grade—a key predictor of long-term academic success. But for those who start behind, the path to catching up is steep and often elusive. That’s why this initiative is more than a local success story—it’s a model for how strategic investment and collaboration can change outcomes at scale. 

FHSA celebrates the Early Learning Coalition of Palm Beach County for their leadership, innovation, and unwavering commitment to children and families. Their work exemplifies what’s possible when we honor the past and shape the future—together.

FHSA proudly congratulates Community Coordinated Care for Children, Inc. (4C) on a major achievement: all of its directly operated Head Start and Early Head Start sites have earned national accreditation from COGNIA, a globally recognized nonprofit dedicated to advancing educational excellence. 

This milestone, announced on August 14, 2025, reflects 4C’s unwavering commitment to high-quality early learning environments for children and families across Central Florida. 

Accreditation by COGNIA is a rigorous process that evaluates institutions on leadership, learning, and continuous improvement—making this recognition a powerful testament to 4C’s operational excellence and educational impact. 

Why it matters: 

Accreditation ensures that programs meet nationally benchmarked standards and are continuously evolving to meet the needs of children, families, and educators. For Head Start and Early Head Start programs, it affirms a deep dedication to equity, innovation, and the lifelong success of every child served. 

FHSA celebrates 4C’s leadership and vision, and we applaud their role in setting the bar for quality across Florida’s early childhood landscape. Their achievement is more than a badge—it’s a promise to families that excellence is not just a goal, but a standard.

The Florida Chamber hosted the 2025 Florida Kindergarten Readiness Solution Summit that brought together a dynamic coalition of business leaders, policymakers, and early learning champions—all united by one goal: ensuring every Florida child enters kindergarten ready to learn and thrive. 

The turnout was phenomenal, and the energy was unmistakable. From replicable models to policy breakthroughs, the summit showcased what’s possible when vision meets action.

Even in the face of repeated challenges and funding threats, advocates nationwide continue to fight for Head Start—working to protect the program, secure resources to expand its services, and highlight its critical role in preparing young children for lifelong success.
